Director, January 1996 to Present

  • Manage investigative services for a prominent private investigation and polygraph firm in the Delaware Valley region of Southeastern Pennsylvania, and New Jersey.
  • Responsible for the day to day operation of marketing, quality control and computer research services.

Assistant Director, January 1996 to Present

  • Assist in the management of operations of an American Polygraph Association accredited polygraph training facility.
  • Perform marketing, quality control and training services.
  • Maintain liaison with federal, state and local law enforcement agencies regarding truth verification training matters.
  • Develop and implement innovative training seminars and programs for the law enforcement and security communities.
  • Principal instructor for the Academy on polygraph and interviewing techniques.

U.S. CUSTOMS SERVICE, OFFICE OF INVESTIGATIONS
Assistant Special Agent in Charge, June 1975 to January 1996

  • Served in progressively responsible supervisory positions in the field and headquarters, including managing a sixty-person field office with an $8 million annual budget.
  • Developed and implemented a national training program in Behavioral Symptom Analysis presented to over 3,500 Customs Inspectors.
  • Regularly instructed Customs Special Agents in Behavioral Symptom Analysis at the U.S. Customs Service Academy, Federal Law Enforcement Training Center, Glynco, Georgia.
  • International experience gained through temporary assignments in Thailand, Japan, Korea, Great Britain, Bermuda, Canada and several Caribbean islands, including working in the American Embassy in Thailand as an assistant to the U.S. Customs Attache.
  • Expert in Fraud, Export Control, Organized Crime, Cargo Theft and Financial Investigation.
  • Prepared Congressional Testimony for Assistant Commissioner of Customs regarding Counterfeit Grade 8 Fasteners.
  • Personally handled liaison with Congress regarding Customs Fraud matters.
  • Accompanied Congressional Staff Delegation as U.S. Customs liaison on foreign trade inquiry missions to Japan and Korea concerning Counterfeit and Dumping issues.
  • Headquarters Branch Chief responsible for managing national and international Fraud enforcement programs, including Soviet Forced Labor, Counterfeit Grade Eight Fasteners, and Intellectual Property Rights.
  • Member and authored proposal of the Deputy Assistant Secretary of the Treasury for Enforcement study team, also known as the "Nickerson Study," which evaluated the Office of Investigations and was the basis for organization changes.
  • U.S. Customs representative to the Organized Crime & Racketeering Strike Force, Philadelphia.
  • Member of the Headquarters Inspection Teams, which conducted inspections of the Office of Enforcement of the Pacific and New Orleans regions.
  • Member Headquarters re-engineering team for Customs Service Merit Promotion System. o Served as surrogate fact-finder for Assistant Commissioner, Enforcement, in a sensitive removal hearing regarding a Customs Service supervisor resulting in extraordinary action.
  • Responsible for complying with Management Controls for the Philadelphia Office of Enforcement.

FEDERAL BUREAU OF INVESTIGATION
Special Agent, November 1970 to June 1975

  • Expert in organized crime and official corruption investigation.
  • Case agent in several major criminal investigations, including two homicide investigations regarding the murders of government witnesses.
  • Worked undercover in organized crime and cargo theft investigations.
  • Received six personal letters of commendation from Director, FBI.
  • Developed and managed several significant Organized Crime Confidential Informants credited for dozens of arrests and millions of dollars in recoveries.

PHILADELPHIA POLICE DEPARTMENT

  • Assignments both in Uniformed Patrol and Headquarters Computer Division
  • Responsible for numerous significant arrests for serious crimes.
