The Full Text of the Wiretapping Report


(Editor's Note: The following is the full text of the report filed by Keystone Intelligence. The report was addressed to Brenda Haws, district chief financial and operations officer.)

Re: Countermeasure Investigation (Coatesville School Administration)

As per your request into the above listed investigation, the following procedures were performed and results calculated.

The location in consideration is described in a multi unit Historic Farmhouse, at the designation of the Coatesville Area School Administration Building. The building description is a three story, multi sectional historical farmhouse type structure that has been converted into office space and cubicles for the school administration personnel. Also attached to the farmhouse are portable attached office units manufactured of metal construction. The main farmhouse is constructed of traditional stone, concrete and wood construction.

On Tuesday February 26, 2002 a visual survey was conducted prior to the actual countermeasure investigation. The areas of concern were documented as one telephone control and computer server controlled access area, which is situated in the main building of the complex where the main communication pair connections enter the facilities and are then distributed throughout. There is a second telecommunications switching location inside the farmhouse on the second level which serves as the computer server area for the complex. Also in the basement of the farmhouse is a multi paired telecommunications routing panel which is also used to divide lines and paired connections through the complex. It should be noted that these areas are of great concern due to the lack of security control and organized wiring.

During the Countermeasure Survey, a unauthorized device set-up was discovered in the main telecommunications control room. There were two modular (RJ-45) connection blocks that are typically used for single telephone line connections, that had been connected in series and then simultaneously connected to pairs number (#268/276. Written on the block were Port 209 and the word RECORD with the ext. 4100/4290. Considering there is a direct phone connection block in existence for communication in the telephone control room, this connection serves no legitimate need for existence. Upon further examination and verification, it was found that the connection was set to be able to connect a telephone, recorder as designated or any other optional associated device. Pairs 268/276 were traced to a connection in the complex phone system with no recognized numerical designation. Furthermore it was found that when attempting to connect to the extension from outside you would receive a non operating number recording, but are able to connect out from that location. These evens were made aware to the Superintendent.

The area of the offices is divided into individual areas of concern, some separated by complete walls and some with half wall construction of various materials. The contents of the office space consisted of numerous furniture with office material and supplies throughout. There was a operating Computer Network system with various brand Desktop and multi configured mini and full tower stations. The wiring for these units and controlled serves were setup as surface and internal Category #5 and #3 cabling.

A (TA-1080D) Telephone and Line Analyzer was used inconjuction with a oscilloscope and digital muti meters to conduct and verify the integrity of the communications cable connection and truck circuitry. The measurements were conducted on all inbound wiring from the communications sub carrier switch to the complete structure and then eventually into the concerned office space. Once inside of the office space each connection aside from the TI Network System and its associated equipment was checked and verified for non evasion of its system. The system was proven to be reliable as to the complete non existence of any Clandestine Equipment.

A Laptop Computer with special forensic Locating and date logging software along with a portable test receiver, capable of recording frequencies from 30 MHZ to 3 GHZ and identifying their location using Longitude and Latitude designations and used as the main control. The satellite control units consist of a 3000A Plus Frequency Counter with a operating range of 10Hz to 3Ghz with various on board filters and a R10 Frequency Interceptor with a operating range of 30MHZ to 2GHz were used to investigate and track clandestine devices, (Transmitters, Recorders, Video, Microphone etc), that may be used to monitor/record any activity inside the area of concern.

Each of the ten sectioned off area's were scanned throughout the entire spectrum of operation twice for any abnormal resistance or transmission sequences with negative results. As of 11:00 P.M. Tuesday February 26, 2002, the office location of the Coatesville School District Administration, was investigated of any Clandestine recording or monitoring equipment.
